The Health Operations Support Team (HOST) Health Services Administrator provides leadership and operational oversight for healthcare services within ICE Health Service Corps (IHSC) facilities. This role ensures adherence to federal policies, accreditation standards, and regulatory requirements while supporting efficient healthcare delivery across multiple locations. Eligibility Notice:
This opportunity is limited to current U.S. Public Health Service (USPHS) Commissioned Corps officers employed by IHSC. Call to Active Duty (CAD) applicants and civilian candidates are not eligible.

Key Responsibilities

Healthcare Operations Leadership

  • Act as the Responsible Health Authority, managing daily healthcare operations including staffing, budgeting, logistics, medical records, and facility services.
  • Ensure compliance with IHSC policies, federal laws, and accreditation standards.
  • Lead the facility leadership team in collaboration with clinical and nursing leadership.
  • Coordinate emergency preparedness, continuity planning, and response to sentinel events.
  • Address patient concerns, grievances, and investigations with appropriate corrective actions.

Supervision & Personnel Management

  • Supervise and mentor administrative and program leadership staff.
  • Oversee performance management and workforce planning.
  • Coordinate administrative workflows to support healthcare delivery.
  • Maintain confidentiality and integrity of health information.

Contract & Vendor Oversight

  • Monitor contracted healthcare and support services for compliance and quality.
  • Coordinate with contracting officials to resolve performance or regulatory issues.
  • Review invoices and ensure timely and accurate payment processing.

Policy, Accreditation & Training

  • Implement local procedures aligned with IHSC standards.
  • Monitor adherence to ACA, NCCHC, PBNDS, and other applicable standards.
  • Ensure staff credentialing, orientation, and annual training compliance.

Reporting & Quality Monitoring

  • Oversee documentation, reporting, and electronic health record requirements.
  • Monitor incidents, risk events, and quality improvement initiatives.
  • Evaluate operational performance and healthcare outcomes.

Resource & Budget Management

  • Manage medical budgets and government-furnished property.
  • Oversee procurement activities and medical supply availability.
  • Coordinate with resource management units on staffing and service contracts.

Additional Duties

  • Travel up to 50% to support facilities nationwide.
  • Serve as liaison during inspections, audits, and official visits.
  • Support special projects and new medical operations as assigned.

Employment Requirements

  • U.S. citizenship required.
  • Successful background investigation and drug screening.
  • Selective Service registration (if applicable).
  • Minimum 18-month service commitment upon appointment.
  • Participation in IHSC on-call duty schedule.
  • Physical capability to work in detention and emergency settings.

Preferred Qualifications

  • Master’s degree in healthcare administration or related field.
  • Experience in healthcare leadership, program management, and personnel supervision.
  • Knowledge of correctional or detention healthcare systems.
  • Eligibility for federal security clearance and COR certification.
  • Strong analytical, decision-making, and communication skills.
